Luisa is a Policy Specialist in UNDP’s Sustainable Finance Hub, where she builds partnerships with corporate and finance actors to align capital with the SDGs and direct resources to developing countries. Previously, she worked with UNDP’s Inclusive Growth team, advising country offices and governments on private sector development, trade capacity, and integrated SDG implementation, with a focus on creating opportunities for women and youth.
Before joining UNDP, Luisa coordinated the Trade for Development Programme at the South Centre, advising developing countries on multilateral trade negotiations. She also served as Project Manager at Venezuela’s Ministry of Production and Commerce, participating in regional and bilateral trade and investment negotiations, and later as Economic Attaché at Venezuela’s Permanent Mission to the UN in Geneva, representing her country at the WTO and other international fora.
